Permian Basin Wastewater Disposal: An Emerging Challenge

Coterra CEO Thomas Jorden recently addressed one of the most pressing issues facing the oil and gas industry today: wastewater disposal in the Permian Basin. Speaking during a September 4th discussion, he highlighted the growing concern around disposal capacity and long-term sustainability.

A Basin-Wide Phenomenon

According to Jorden, the problem is not isolated:

"It’s generally a basin-wide phenomenon that saltwater disposal in the Delaware Basin—and really the larger Permian Basin—is an emerging and serious issue."

The challenge stems from decades of injection into deep formations, many of which are now showing signs of induced seismicity risk and limited remaining capacity.

Shifting to Shallow Injection

To address these pressures, operators including Coterra have pivoted from deep injection to shallower zones. While this strategy reduces some risks, Jorden cautioned that it is not without limits:

"That pore space is limited. There will be a point where that pore space fills up."

In other words, shallow formations may buy time, but they are not an infinite solution.

Confidence in Management

Despite these headwinds, Jorden expressed optimism that the industry can manage through the challenge with adjustments in well design, regulatory cooperation, and ongoing innovation:

"We’re very optimistic that we can manage this and get it behind us."

What This Means for Operators

The message is clear: wastewater management in the Permian Basin is no longer a back-burner issue—it’s central to operational planning, permitting, and long-term economics. With regulators tightening standards and disposal space shrinking, operators will need experienced guidance to navigate these challenges.

Rethinking Disposal Well Development in 2025

Managing produced water and hydraulic fracturing flowback has become one of the most pressing challenges in the oil and gas industry. Rising costs, evolving regulations, and increased environmental scrutiny have made disposal well permitting and development more complex than ever before.

At Disposal Pros, our mission is to help operators navigate this landscape with smarter, faster, and more cost-effective solutions. By combining three decades of experience with cutting-edge technology, we’re rethinking what disposal well development looks like in 2025.

The Growing Challenge of Water Management in Oil & Gas

Produced Water & Frac Flowback Pressures

Every barrel of oil produced comes with a corresponding volume of produced water. In today’s unconventional shale plays, that water is measured in millions of barrels. Add to that the flowback water from hydraulic fracturing operations, and operators are left with a massive logistical and financial burden: how to dispose of it safely, economically, and in compliance with regulations.

Rising Costs and Stricter Regulations

Regulators at both the state and federal levels are paying closer attention to the risks associated with disposal wells. Seismicity concerns, disposal zone restrictions, and evolving environmental standards all contribute to a permitting environment that is increasingly difficult to navigate. At the same time, the cost of drilling a new Class II disposal well has skyrocketed. What once cost $1 million can now easily exceed $2 million or more, creating significant capital barriers for operators.

Why Traditional Disposal Well Projects Are Becoming Prohibitive

The combination of higher costs and tighter regulations has made greenfield disposal well development an unattractive option for many operators. In the post-COVID energy market—where capital discipline is a top priority—even large independents and majors are questioning whether the return justifies the investment.

Smarter Solutions for Disposal Well Development

Leveraging Decades of Industry Experience

At Disposal Pros, we’ve been working in water management for more than 30 years. During that time, we’ve seen the industry change dramatically—and we’ve changed with it. Our experience allows us to anticipate regulatory shifts, streamline permitting, and identify creative solutions to help clients reduce risk and cost.

Post-COVID Industry Trends: Less Appetite for New Wells

The industry has emerged from COVID-19 with a sharper focus on capital efficiency. Operators are being asked to do more with less. The appetite for multi-million-dollar infrastructure projects is at historic lows, even when water management demands are at all-time highs.

When Drilling Is the Only Option (and When It Isn’t)

There are times when a new disposal well simply must be drilled. Certain regions lack sufficient capacity, or suitable existing wells may not be available. However, in many areas, the perception that a new well is the only option is outdated. Today, smarter alternatives exist.

AI-Powered Site Selection for Disposal Wells

How Our Tool Identifies Suitable Existing Wells

We’ve developed a proprietary, AI-powered site selection tool that identifies existing wells suitable for conversion into Class II disposal wells. By analyzing geology, proximity to production, historical performance, and regulatory viability, this tool helps us pinpoint opportunities that most operators would overlook.

Compliance Without Compromise

One of the biggest concerns operators face is ensuring that converted wells meet every regulatory requirement. Our AI-driven approach ensures that only wells with the right technical and geographic profiles are recommended. This reduces wasted effort and ensures that clients remain fully compliant with all state and federal standards.

Why Spend $2M+ in 2025 When You Don’t Have To?

The economics are simple: drilling a new disposal well often costs $2,000,000–$3,000,000 in 2025. By contrast, acquiring and converting an existing well can be done at a fraction of the cost—often saving millions in capital expenditures while delivering the same or better operational results.

Converting Existing Wells vs. Drilling New Ones

Cost Savings Opportunities

By targeting wells that are already drilled and strategically located, operators can bypass the biggest expense of all: new drilling. These savings can be redeployed into production activities, shareholder returns, or other strategic initiatives.

Regulatory Navigation Made Simple

Converting an existing well is not as simple as filing a form. It requires deep expertise in suitability analysis, permitting, and compliance. Our team has decades of hands-on experience working with state regulators, giving clients confidence that projects will move smoothly and efficiently.

Real-World Results and Project Success Stories

In past projects, our approach has helped clients reduce capital costs by as much as 60% compared to drilling new disposal wells. Even more importantly, it has shortened project timelines by months—getting critical water management infrastructure online faster.
